Open a new document and fill the background with black color.

Select the type tool [T] and type in some text using your favorite font.

The rest involves using layer effects.

 Make Drop Shadow (Layer>Effects>Drop Shadow) and follow the settings on the right for results that are identical to the tutorial picture.
Next select the outer glow, and follow the settings. You can change the behavior by changing blending modes. Normal would just use the color shown. Multiply would add up pixel colors. Screen would half-blend them. I will write another tutorial on blending modes in close future.
When you press Ok, you'll get the results below and you're done!
