Open a new document.

Create a new layer by going to layers>new layer or by pressing CRTL+SHIFT+N.

Select the Elliptical Marquee Tool [CTRL+M] and create an oval shape on the new layer.

Fill the selection with black using the Paint Bucket Tool [CTRL+G]

Select the Elliptical Marquee Tool again and move the selection by clicking on it and dragging it over. You can drag it over to the left or right, top left, bottom right, etc.

Notice a crescent shape is formed when you move the selection over. I moved the selection a few spaces to the right, but you may move it any direction you want depending on how you want the crescent to look.

 

Finally the last step is just hit delete to erase the unwanted portion of the oval. Deselect selection and you're done. You now got yourself a cool trendy crescent!
